Instructions
Step 1: Preheat and Prepare Pan
Preheat oven to 350°F (175°C).
Grease an 8×8 or 9×9-inch baking dish with butter or nonstick spray.
Step 2: Make the Batter
In a medium bowl, whisk together flour, granulated sugar, baking powder, and salt.
Stir in milk, melted butter, and vanilla extract until a smooth batter forms.
Pour the batter into the prepared baking dish and spread evenly.
Step 3: Make the Butterscotch Sauce
In another bowl, whisk together brown sugar, hot water, melted butter, and salt until sugar is mostly dissolved.
