Instructions
- Preheat oven to 425°F (218°C) and prepare muffin pans.
- In one bowl, whisk together flour, baking soda, cinnamon, pumpkin pie spice, and salt.
- In another bowl, mix canola oil, sugars, pumpkin puree, eggs, and milk until well combined; fold into dry ingredients.
- Fill muffin liners with batter nearly to the top.
- For the topping, combine additional flour, sugars, and melted butter until crumbly; sprinkle over batter.
- Bake for 5 minutes at high temperature then reduce to 350°F (177°C) for another 16–17 minutes. Cool slightly before icing.
